Protecting Filipino children online.

BetterGov.PH built this campaign to help families, schools and communities protect children from online harm. Know the risks, start a conversation, and find trusted help.

Begin the story ↓I need help now
A Filipino home at dusk; a child in a lit window holds a glowing phone while a parent sits nearby.

Meet Miguel. He's eleven. He loves Roblox, Mobile Legends and his cousins in Cebu. His parents want him to keep all of it, safely.

Protect · Prevent · Report
A boy plays a game on his phone in bed; friendly chat bubbles float above, one hiding a shadowy figure.
01

How it begins

It begins with a friendly hello.

Someone in Miguel’s game chat is kind, funny, always online. They send free Robux. Then they ask to move the chat somewhere private.

Friend request
A stranger who seems to share every interest.
Game chat
Gifts, praise and “you’re mature for your age.”
Private group
A hop to Discord or Telegram, where game safety tools don’t follow.
GroomingScamsPlatforms & settings
A mother in a doorway notices her daughter sitting quietly by the window with her phone.
02

Prevent

Then come the quiet changes.

Harm rarely announces itself. It shows up as small shifts. The Risk Radar helps you notice them in four places.

Emotional
Withdrawn, anxious after being online, sudden secrecy.
Physical
Poor sleep, changes in appetite, hiding the screen.
Digital
New apps or accounts, gifts or credits from nowhere.
Language
New slang, codes, or talk of a “special friend.”

03

Protect

Talk before you take the phone.

Filters help, but conversation works better. A child who feels safe telling you will tell you sooner.

Weekly check-in
Ten minutes: who’s new, what’s fun, anything weird?
Device agreement
Where phones sleep, which apps, what to do if something feels off.
3-second rule
Pause. Read the sender. Did I expect this?
Guide for parentsSay this to your child
Teachers, a priest, a police officer and parents sit together in a barangay hall.
04

Community

No one protects a child alone.

Miguel’s teacher, his parish and the barangay all see different parts of his week. Each has a guide written for their role.

Teachers & schools
Classroom signs, CPC referral, staff-room checklist.
Faith communities
Parish forum framing and how harm begins.
Law enforcement
Response protocol, RA 11930, NCMEC coordination.
Workshops
10 modules, 3 hours, for schools, parishes and barangays.

What Miguel's mother said

“If anything ever happens online, I will not be angry. I will help you.”

Say it before anything happens. Children who expect anger stay silent, and silence is what harm depends on.

05

Report

When something happens, act calmly and act today.

Keep usernames, links, dates and non-explicit messages. Don’t download or share sexual images of a child. Reach out to a trained helper; ask how to handle existing material safely.

A mother calmly makes a phone call while holding her son's hand.

Notice a change

Talk with your child
